Highlights of proposed $27.7 billion Pa. budget

Highlights of the nearly $27.7 billion state spending plan endorsed by Republican Gov. Tom Corbett and GOP legislative leaders. A final state budget is expected to be approved by the House and Senate before the 2012-13 fiscal year begins at 12:01 a.m. Sunday.

THE BIG PICTURE:

? On paper, state spending increases by $471 million, or 1.7 percent, from this year's $27.1 billion. Corbett had proposed holding spending level, but agreed to the increase because of improving tax collections. In reality, state spending increases by $371 million, or 1.4 percent, because of public school grants that were spent in 2011-12, but retroactively budgeted in 2010-11.

REVENUE

? No change in the state income or sales taxes.

? Several tax cuts for businesses would be folded into companion legislation, including the continuation of the ongoing phaseout of the capital stock and franchise tax and expanded tax credits for businesses that contribute to groups that can provide scholarships to private schools.

SPENDING

? $10.6 billion, an increase of less than 0.5 percent, for the Department of Public Welfare, which includes health care for the poor, child care and services for the disabled.

? $5.4 billion, a 0.9 percent increase, for instruction and operations in public school districts.

? $1.9 billion, no change, for the Corrections Department.

? $1.1 billion, a 5 percent increase, for payments on debt.

? $856 million, a 43 percent increase, for school employee pensions.

? $542 million, a 0.7 per increase, for public school pupil transportation.

? $345 million, a 9.5 percent decrease, in financial assistance for college students. The Pennsylvania Higher Education Assistance Agency would raise its subsidy from $50 million to $75 million to keep funding level.

? $413 million, no change, for the 14 state-owned universities in the State System of Higher Education.

? $308 million, a 3 percent increase, for the Judiciary.

? $272 million for the Legislature, a 0.3 percent decrease that preserves $12 million Corbett had proposed to cut.

? $212 million, no change, for community colleges, for which Corbett had proposed a $10 million increase.

? $125 million, an 8.7 percent decrease, for the Department of Environmental Protection.

? $100 million, no change, for "accountability" grants that help pay for full-day kindergarten in public schools. Corbett had proposed eliminating the program.

? $136 million, no change, for the University of Pittsburgh.

? $140 million, no change, for Temple University.

WELFARE

? $319 million in savings from the proposed elimination of cash payments for about 70,000 participants in the General Assistance program and new minimum work requirements for about 30,000 General Assistance recipients who are medically needy.

(AP) ? Greece has named its coalition government's new Cabinet, appointing a prominent banker to take over the key position of finance minister.

New government spokesman Simos Kedikoglou announced Thursday that Vassilis Rapanos, a non-executive chairman of the National Bank of Greece, had been appointed finance minister.

Rapanos, 65, has been a leading figure in the country's banking sector and has also been teaching at Athens University since 1992.

Conservative party head Antonis Samaras was sworn in as prime minister Wednesday at the head of a three-party coalition government, ending weeks of political deadlock and calming market fears of an imminent Greek exit from the euro currency.

Oil prices slide as hopes for Greece fade

Oil prices fell near $83 per barrel Monday as worries lingered over the eurozone debt crisis despite optimism over Greek election results. Benchmark oil prices for July were down $0.75 to $83.28 a barrel.

The price of oil slipped to near $83 a barrel Monday as optimism over the results of the Greek elections was overshadowed by lingering concerns about the eurozone's continuing debt crisis, particularly in Spain.

By early afternoon in Europe, benchmark oil for July delivery was down 75 cents to $83.28 a barrel in electronic trading on the New York Mercantile Exchange. The contract rose 12 cents to settle at $84.03 in New York on Friday.

In London, Brent crude for August delivery was down 94 cents at $96.67 per barrel on the ICE Futures exchange.

In Greece, the conservative New Democracy party, which supports a bailout deal the country agreed to earlier this year, appeared to win enough votes Sunday to form a ruling coalition with another pro-bailout party.

Investors had been bracing for a victory by parties that favored rejecting the austerity measures needed to ensure bailout money keeps flowing, a move traders feared could spark a financial crisis in Europe and beyond.

"In the short term, the markets will be confident that the election result will give Greece some breathing room," strategist Sean Darby of Jefferies Group said. "But longer term, investors cannot be assured that the political upheaval is over."

Despite the cheers for Greece, investors pushed yields in Spain above 7 percent a year for 10-year bonds, a level considered unsustainable and above which Greece, Portugal and Ireland had to request international bailouts.

"Given that the (Greek) government will likely push for an easing of austerity measures ... the outlook for Greece remains far from certain, particularly as the debt crisis is spilling over into Spain and potentially Italy," said analysts at JBC Energy in Vienna.

The Greek election result initially boosted the euro, which helped underpin crude prices early in the session. A weaker U.S. dollar makes commodities traded in dollars such as oil cheaper for investors with other currencies. The euro, however, fell back to $1.2623 from $1.2637 late Friday in New York.

This week, investors will be closely watching central bank meetings, especially one by the U.S. Federal Reserve on Thursday, for signs policymakers plan to implement stimulus measures to boost flagging global economic growth.

Also in focus are talks in Moscow between Iran and six global powers seeking to find common ground about the Islamic Republic's nuclear program. Led by the United States, several countries have put in place oil sanctions against Iran, one of the world's key suppliers, especially for parts of Europe and Asia.

"Because the risk premium has now been entirely eliminated, the oil price is likely to respond by rising more sharply if the talks fail than it would fall if a breakthrough were achieved," said a report from Commerzbank in Frankfurt.

In other energy trading, heating oil was down 1.47 cents at $2.6318 per gallon while gasoline futures lost 1.7 cents at $2.6840 per gallon. Natural gas gained 2.8 cents at $2.495 per 1,000 cubic feet.

I was honored to be placed on the June 26th Utah Republican Presidential Primary ballot by State GOP Chairman Thomas Wright. I have competed in other state primaries this year, Utah is my sixth.

I hired a small Utah campaign staff and made my second visit as a presidential candidate to the state last week.

We campaigned all over in our "Utah Express" mini-bus and had an official kickoff press conference last Friday, June 8th at the Salt Lake City Downtown Marriott. That is when I released my June 7, 2012 letter to you requesting a meeting.

On Monday I had a wonderful meeting in the Southern Utah city of St. George with the Washington County GOP Chairman Willie Billings. Then a few hours later I received this mean-spirited email from Nanette Billings, his wife.

I have been campaigning full time for the last 2 ? years and am well aware that many people around the country are not happy with the fact that the first openly gay candidate is running for President of the United States.

Two years ago I was threatened in a late night email from Steve Scheffler, the head of the Iowa Christian Alliance.

But I forged ahead from that experience and have not been attacked quite like that until this week. I am 62-years-old and can take the hate better now, but for so many millions of LGBT Americans it takes a far greater toll.

We must stop this Religion-based bigotry. I once again appeal to you as the President of The Church of Jesus Christ of Latter-day Saints (Mormon Church) to sit down face to face and find common ground.

We all need to work together toward mutual love, respect and equality for everyone in this great nation.
